Updated: October. in 2021
Here's a step-by-step guide to creating a mod map for anyone who's never used mods before and doesn't know where to start. Or decide to grab the mod map put together by MrsFlynn. See the last link in the index below.

~ IMPORTANT NOTICE:
You don't actually need WinRAR or 7-zip to download mods or game customizations. Go to your chosen CC or mod site and download the file to your computer from there. It is recommended that you temporarily download it to your desktop and then transfer it to a USB drive or external hard drive for safekeeping.
If you have trouble downloading any content from a website, please contact the specific website for assistance. There is nothing we can do about it.
Mac users can tryCzechWindows has a built-in zip program that can be used to extract any mod or CC file.
~ Where did the mods and customizations go?
The mods folder should go in the sims 3 folder in the documentation.YesGames or Program Files (x86) folder.
User files should be located here: (by default)
--
C:\Users\
==
The game installation files should be located here: (by default)

~ Create a Mods folder:
trin 1:
Under the home menu, go to Documents\Electronic Arts\The Sims 3. Or just type "Electronic Arts" into the search field. Look for it under Documentation.
Example: C:\Users\
Trin 2:
Once you have the folder open, create a new folder and name it "Mods".
-- To create a folder, right-click the folder and select New > Folder and give it a name.
Trin 3:
Under that folder, create a new folder and name it "Packages". Here you download the .package file.
Trin 4:
You must downloadresource configuration file. Then click on Save as, enteragainst the map.
Unzip the newly installed files to activate them. You need to move the newly extracted cfg file from the resources folder to the Mods folder. If you get an error, delete the old resource files and rename the folder. Copy the cfg file and paste it into the Mods folder. Delete the renamed folder (Official Resources) from the same Mods folder.

---> sAttached zip fileat the bottom of this post.
Double-click the file to extract it. Right-click and select Open the folder it creates. Right-click the Resourse.cfg file and select Copy, then paste it into the Mods folder.
-- C:\Users\
Installation mode:
On the website you downloaded the mod from (Nraas, modthesims.info), right-click the rar or zip file and select "Save target as..." to save the file to your desktop or a backup media of your choice - such as a USB key or an external hard drive.

~ extracts the .package file
Windows users:
Windows has a built-in zip program that can be used to extract any mod or CC file. But if you want, you can install7- Postal codeordecompression software(Thanks, Hosfac. I totally did Homer Simpson!) I personally use WinRar.
to warn!WinRar is an annoying program that makes you pay for updates. The good news is that you can ignore it.
Windows 7 users can use a free unzip program to extract the files. (thanks Haibo)
Mac users:You must installCzechIt is used to extract files. (Thanks, NonaMena)
Right click on the zip/rar file and select "Extract..." this will create a folder. Inside this folder is a package file, which is a game mod or custom content you've downloaded. Again, if you downloaded CC this way, as opposed to a .Sims3Pack file, this method is no different.
I hope my step by step guide will help you. If you're deciding which mods are best for you, be sure to do your homework before you know what you're getting yourself into.
Great mod creator, always up to date with every EA patch, will answer any questions if they arise and will be able to tell which mods are in conflict. Also, downloading mods without the base mod will cause your game to crash on loading screens. (Example: Download MTS's Veterinary Career without Twallan's Career Mode!)
Parents, guardians and older siblings:While mods can help improve your Sims 3 gameplay and performance, some mods can add adult content and ruin the gameT is for teenage rating! However, if you share your game and computer with younger children and/or siblings, you should research what package files will be installed in your modded Sims 3 game.
This is a family friendly site so mods like this will not be discussed here. If you happen to be on the website, be sure to delete your browsing history to be safe.
With that, happy Ximing!

~ Do you have problems gathering the courage to work? Try this:
**Back up any mods and customizations you have before attempting this.
1. Go to Documents\Electronic Arts\The Sims 3. Create a folder called Mods. Inside this folder create 2 more folders, one called Packages and one called Overrides.
Within the package you can create these subfolders: (depending on how you want to organize custom content and mods.)
CustomContent - Add custom content to .package files
MTS (Mod the Sims) is a mod for that site.
Nraas - Mod from this site.
The Overrides folder is optional as you won't necessarily need it unless you download a bunch of override mods.
2. Download the resource.zip file located atherUnzip it so you should have a file called resource.cfg and place it in your Mods folder.
3. After installing custom content or mods, such as default replacements or game mods, delete the 5 cache files located in Documents\Electronic Arts\The Sims 3:
- CasPartCache.package - CAS-delete, der Vises i Create-A-Sim
- compositorCache.package - new object that appears in buy/build mode
- scriptCache.package - mods or hacks
- simCompositorCache.package - Novi sims, zadana maska
- socialCache.package - Simport related and other social data if you use Wall to integrate with your MyPage on thesims3.com website
These files can be safely deleted as they will be regenerated at the start of the game.
